In the System variables list, note the directories for TEMP and TMP. How did it lose this permission? I can see the webpart fine in edit mode, but when I exit edit mode thats what I see. Any ideas?
After searching around for a while I found a very easy fix: http://support.microsoft.com/kb/826786 Essentially you need to give the local group named STS_WPG permission to write the the C:\Windows\Temp folder.
