I sincerely hope that things improve for Exchange 2013. I'm sure a fix will be out in the future. Open the e-mail in Outlook > Ribbon: Move > Button: Actions > Edit Message I think I have the same issue as you but I am not certain.

- I tried Outlook safe mode, OWA, OWA light, moved the mailbox (in case of corruption), emptied the Deleted Items dumpster, removing small attachments from the emails...no luck.
- The IU fixes the issues discussed in KB282208 only.
