Has swap space a file system? If the issue doesn't occur on owa, the issue may be related to outlook. I will suggest you two different ways to resolve it. 1. Outlook Cannot Delete This Folder Check Your Permissions Keep it please.
OWA = Outlook Web Access - it apparently doesn't have all the complex sync logic that the Windows app does. When I access OWA and empty my "Deleted Items" folder, I have no issues. If I make a copy of the filled contacts folder I can delete that OK directly. What a simple (if inexplicable!) solution.
