but i believe, 9i works fine. bcoz if it is a system process, then u will be getting to error message 'Acces denied' error message while trying to TERMINATE it.. They have a full install which leads me to suspect my problem isn't with the files or missing files. Not the answer you're looking for?

The main reason is that some process did not get killed and was still using the dll.. I'm logged in as Administrator. I deleted all the Oracle entries from the registry and then tried deleting the folder. actually what happens some process will lock the file..

the trick to rename the file does work in most cases, but not always, depending on the lock type on the file. Find what has a lock on oci.dll (probably Distributed Transaction Coordinator). Open Windows registry, delete ORACLE folder under HKEY_LOCAL_MACHINE\software Also IMPORTANT!!!
