Cannot Delete Files From Recycler

If you repair or reset it, the Recycle Bin folder in Windows 10/8/7 gets deleted. Windows will automatically create a new $Recycle.bin folder. - This may be related to a path of a file or folder in the Recycle Bin being longer than some limit.
- If you still do not see a new one, then restart the computer to have it create a new one for you.
