This suggests that not only MS but other commercial utilities within Windows fail to insulate themselves from external interference. I would recheck that carefully. Have you checked both? Now try to delete the offending file by means of the DEL command, or folder by means of the RMDIR (remove directory) command, in the command line window, as described above. Even if your problem is similar to the original poster's problem, the solution could be different based on the kind of hardware, software, system requirements, etc. Since this originally applied to Windows ME, you should probably set a System Restore point before doing this.
